  12. I have a Zoom 28.8 Internal modem and it connects to my ISP usually at

  14. 26.7 with an occasional 28.8 connect, however the transfer rates over
  15. the net are quite a bit slower than this. At 26.7 I would expect to
  16. see about 2.7 - 3.0 KBS transfer rate however, when using Netscape and
  17. downloading a large file say from MS in Washington, my transfer rate 
  18. dropped to .3 KBS ( this was Sat. in the afternoon) At about 1 am
  19. Mich. time I retried the transfer and succesfully got the file but the
  20. transfer rate was still only about 1 KBS. (26.7 connect speed to the
  21. ISP )

  23. Does it appear as though something is not correctly set up in my modem
  24. ? , or is it (as I suspect) just an example of "Net Gridlock" if so
  25. then there is a LOT of wasted bandwidth worrying about 28.8 connect
  26. speeds to ones ISP when the transfer rates from the source to ones ISP
  27. appear to be nowhere near a 28.8 connect speed.
